RECOMMENDATION:  Recommend to the Board of Directors to:

A.       Approve a Purchase Order Contract to Nth Generation for the purchase of 11:11 Systems Disaster Recovery as a Service ($415,942.56) and Cloud Object Storage ($182,554.85) for a three (3) year term using the NASPO ValuePoint Master Agreement No. 7-17-70-40-05, for a total amount not to exceed $598,497.41, plus applicable sales tax; and

 

B.       Approve a contingency in the amount of $59,849.74 (10%).

BACKGROUND

 

11:11 Systems (formerly iLand) Disaster Recovery as a Service (DRaaS) provides Orange County Sanitation District (OC San) with disaster recovery infrastructure, and Cloud Object Storage (formerly Secure Cloud Backups) provides offsite remote backup storage. OC San has been using 11:11’s services since September 2022.

                     Ensure that investment proposals and decisions are based on clearly defined standards

                     Ensure the public’s money is wisely spent

                     Maintain a culture of improving efficiency to reduce the cost to provide the current service level or standard

                     Protect OC San assets

 

PROBLEM

 

Our current DRaaS and Secure Cloud Backups contract will expire in August 2025.  If the contract lapses, it would significantly hinder our ability to restore services in the event of an outage.

 

PROPOSED SOLUTION

 

To comply with our Disaster Recovery plan, the Information Technology (IT) division requests to renew a 3-year term for the 11:11 DRaaS and Cloud Object Storage.

 

TIMING CONCERNS

 

Renewing the contract is imperative for the continued support of OC San disaster recovery and data backups.

 

RAMIFICATIONS OF NOT TAKING ACTION

 

A decision not to renew the 11:11 DRaaS and Cloud Object Storage contract would prevent us from failing over the infrastructure and restoring from backups in case of a disaster.

 

PRIOR COMMITTEE/BOARD ACTIONS

 

September 2022 - Approved a Purchase Order to Nth Generation Computing, Inc. for the purchase of software, hardware, and services to implement and configure the iland Disaster Recovery as a Service, Specification No. #E-2022-1300BD, for a three-year period for a total amount not to exceed $475,425; and approved a contingency in the amount of $47,542 (10%).

FINANCIAL CONSIDERATIONS

 

This request complies with authority levels of OC San’s Purchasing Ordinance.  This item has been budgeted (FY2024-25 & 2025-26 Budget Section 6, Page 23, IT Operating Budget) and the budget is sufficient for the recommended action.
