RECOMMENDATION:
A. Approve an agreement with the Golden State Water Company for the relocation of their water line in coordination with the Rehabilitation of Western Regional Sewers, Project No. 3-64;
B. Approve an additional deposit in the amount of $280,198, for a total deposit amount of $282,698; and
C. Approve a contingency of $28,270 (10%).

BACKGROUND
The Orange County Sanitation District (OC San) has a project in the city of Cypress that will replace the existing 18-inch sewer with a new larger 24-inch sewer pipeline in the same alignment. This project will also replace the manholes to accommodate the new larger pipe. One of the manholes to be replaced is located near a Golden State Water Company (GSWC) water pipeline. As part of the project, the area around the manhole will be excavated and utilities within that area will be relocated or protected in place.

PROBLEM
The GSWC water pipeline conflicts with OC San’s proposed construction. This pipeline needs to be relocated and GSWC needs to perform the work to ensure it complies with drinking water standards.
PROPOSED SOLUTION
Approve an agreement with GSWC for the relocation of GSWC water pipeline. GSWC will move the pipeline out of the conflict zone within the OC San construction work area.
TIMING CONCERNS
If the approval of the agreement is delayed, it could delay the advertisement of the project, which is currently planned for Spring 2024.
RAMIFICATIONS OF NOT TAKING ACTION
The construction costs will increase and the schedule may be extended.

An Environmental Impact Report (State Clearinghouse Number 2015111077) was prepared for “Rehabilitation of Western Regional Sewers Project No. 3-64”, certified by the Board of Directors, and a Notice of Determination was filed on March 23, 2017.
FINANCIAL CONSIDERATIONS
This request complies with the authority levels of OC San’s Purchasing Ordinance. This item has been budgeted (Budget Update, Fiscal Year 2023-2024, Appendix A, Page 7, Rehabilitation of Western Regional Sewers, Project No. 3-64) and the budget is sufficient for the recommended action.
