RECOMMENDATION: 

A.       Approve a Purchase Order to Multiquip Inc. for the purchase of two Multiquip Model DCA220 Trailer Mounted Diesel 220 kVA Electric Generators (Tier-4 Final Engine) using Sourcewell Cooperative Contract No. 041719-MTQ for a total amount not to exceed $230,950; and

 

B.       Approve a contingency of $11,548 (5%).

BACKGROUND

 

The Orange County Sanitation District (Sanitation District) utilizes trailer-mounted standby electrical generator systems to provide critical power generation to the collection system pump stations during planned and emergency power outages.  The units to be replaced by this purchase are unreliable, in a state of obsolescence, and do not meet current engine emissions standards.  Diesel engines used in portable generators are regulated by the California Air Resources Board to meet the clean air standards.

                     Meet or exceed sanitary sewer overflow regulations

                     Commitment to safety & reducing risk in all operations

 

PROBLEM

 

In an extended power outage, including planned outages for maintenance activities, the Sanitation District requires a backup power supply for its collection system pump stations.  The existing generators have reached the end of their useful lives and have a limited number of permitted run time hours per year that is insufficient to support emergency operations or planned maintenance activities.

 

 

PROPOSED SOLUTION

 

Purchase two 220 kVA (Tier-4 final diesel engine) trailer-mounted emergency electrical generators that can operate as a single unit or in parallel with another trailer-mounted generator to provide adequate power to the pump stations or treatment plant facilities.

 

TIMING CONCERNS

 

Proceeding with the purchase now will help improve reliability and reduce on-going risks of pump station failures and potential spills.

 

RAMIFICATIONS OF NOT TAKING ACTION

 

There will be an ongoing risk of electrical supply interruption and potential spills.  Rental generators of this size are often unavailable and are not a practical alternative for emergency use.

ADDITIONAL INFORMATION

 

The Sanitation District possesses the ability to purchase material, services, and equipment through cooperative agreements.  These cooperative agreements tend to lower unit prices and streamline the purchasing process.

 

The Sanitation District is utilizing a cooperative agreement through Sourcewell (formerly National Joint Powers Alliance) No. 041719-MTQ with Multiquip, Inc., in accordance with Ordinance No. OCSD-52, Section 2.03(B), Cooperative purchases.

 

This Sourcewell Contract was awarded using a competitive bid process like the Sanitation District’s and has been vetted by Purchasing.  The amount of savings under this cooperative agreement is $143,632 or 41% versus list pricing.

 

These costs are inclusive of freight and sales tax.

 

A 5% contingency has been recommended should there be pricing changes between the date of approval and date of purchase due to tariffs and uncontrolled market conditions.
