RECOMMENDATION:  Recommend to the Board of Directors to:

A.       Receive and file Bid Tabulation and Recommendation for Trickling Filter Valve Replacement at Plant No. 1, Project No. FR1-0017;

 

B.       Award a Construction Contract to Vicon Enterprise Incorporated for Trickling Filter Valve Replacement at Plant No. 1, Project No. FR1-0017, for a total amount not to exceed $257,300; and

 

C.       Approve a contingency of $25,730 (10%).

BACKGROUND

 

The Trickling Filter Clarifiers Nos. 1 and 2 at Plant No. 1 are part of Orange County Sanitation District’s (OC San) secondary treatment processes and were constructed in 2005.  Each clarifier has a 12-inch drain valve that is used to drain the clarifier when staff is required to perform maintenance.

 

RELEVANT STANDARDS

 

                     Comply with California Public Contract Code Section 20103.8, award construction contract to lowest responsive, responsible bidder

 

PROBLEM

 

One of the drain valves is inoperable due to corrosion and cannot be easily serviced or replaced by staff because it is buried 19-feet deep.

 

PROPOSED SOLUTION

 

Award a construction contract for Trickling Filter Clarifier Valve Replacement at Plant No. 1, Project No. FR1-0017.  This project will replace the buried 12-inch plug valve and appurtenances.

 

TIMING CONCERNS

 

Bids are valid for a period of 120 days from receipt.  Delaying the award of the project could further increase construction costs due to market conditions and escalation risks.

 

RAMIFICATIONS OF NOT TAKING ACTION

 

If the valve is not replaced, staff will be unable to drain the clarifier for maintenance.

ADDITIONAL INFORMATION

 

OC San advertised Project No. FR1-0017 for bids on July 20, 2023, and three sealed bids were received on September 12, 2023.  A summary of the bid opening follows:

The bids were evaluated in accordance with OC San’s policies and procedures.  A notice was sent to all bidders on November 13, 2023 informing them of the intent of OC San staff to recommend award of the Construction Contract to Vicon Enterprise Incorporated.

 

Staff recommends awarding a Construction Contract to the lowest responsive and responsible bidder, Vicon Enterprise Incorporated, for a total amount not to exceed $257,300.

 

CEQA

 

The project is exempt from CEQA under the Class 1 categorical exemptions set forth in California Code of Regulations sections 15301.  A Notice of Exemption will be filed with the OC Clerk-Recorder after OC San Board of Directors approval of the construction contract.

 

FINANCIAL CONSIDERATIONS

 

This request complies with the authority levels of OC San’s Purchasing Ordinance.  This recommendation will be funded under the Repairs and Maintenance line item for the Operations and Maintenance Department (Budget Update Fiscal Year 2023-2024, Page 39) and the available funding is sufficient for this action.
