A. Receive and file Bid Tabulation and Recommendation for CenGen Supply Air Fan Support Replacement at Plant No. 2, Project No. MP-305;
B. Award a Construction Contract to J.R. Filanc Construction Co., Inc. for CenGen Supply Air Fan Support Replacement at Plant No. 2, Project No. MP-305, for a total amount not to exceed $297,000; and
C. Approve a contingency of $44,550 (15%).

BACKGROUND
The Central Generation (CenGen) Building at Plant No. 2 houses five 4,200-hp engine generators in a single room. Five large fans provide 250,000 cubic feet per minute of forced ventilation to keep the engine room from overheating.

PROBLEM
The five fans are supported approximately four feet above the floor by steel support frames. Condensation, drained from the fans, is salty from the outside air and has caused the frames to corrode. Vibration isolators between the fans and the frames are no longer functioning adequately.
Four of the five fans have either been replaced or refurbished in recent years, but the remaining fan has reached its end of life and needs replacement.
PROPOSED SOLUTION
Award a Construction Contract for CenGen Supply Air Fan Support Replacement at Plant No. 2, Project MP-305. This project will replace one fan and five fan support frames. Staff recommends a 15% Construction Contract contingency rather than the usual 10% contingency due to the risks of handling existing equipment in a congested room, and the relatively small value of the contract.
TIMING CONCERNS
Fan and fan support frames will continue to corrode, with the potential to limit operation of the engine generators to avoid overheating the room.
RAMIFICATIONS OF NOT TAKING ACTION
The remaining fan will fail or require excessive maintenance and the structural integrity of the fan support frames will be compromised.

The Sanitation District advertised Project No. MP-305 for bids on September 21, 2020 and five sealed bids were received on November 20, 2020. A summary of the bid opening follows:

The bids were evaluated in accordance with the Sanitation District’s policies and procedures. A notice was sent to all bidders on November 9, 2020 informing them of the intent of Sanitation District staff to recommend award of the Construction Contract to J.R. Filanc Construction Co., Inc.
Staff recommends awarding a Construction Contract to the lowest responsive bidder, J.R. Filanc Construction Co., Inc., for a total amount not to exceed $297,000.
CEQA
This project is exempt from CEQA under the Class 1 categorical exemptions set forth in California Code of Regulations Section 15301 because the project involves repairs, replacement, and or minor alteration of existing facilities involving no expansion of use or capacity. A Notice of Exemption was filed with the OC Clerk-Recorder on July 28, 2020.
FINANCIAL CONSIDERATIONS
This request complies with authority levels of the Sanitation District’s Purchasing Ordinance. This recommendation will be funded under the Repairs and Maintenance line item for Division 880, Plant No. 2 Maintenance (Adopted Budget, Fiscal Years FY 2020-2021 and 2021-2022, Section 6, Page 96), and the available funding is sufficient for this action.
