RECOMMENDATION: 

A.       Approve a sole source purchase order to Cooper Machinery Services for one spare oil cooler for the Central Generation engine, not to exceed $204,921, including applicable tax and freight; and

 

B.       Approve a contingency of $20,492 (10%).

BACKGROUND

 

The Orange County Sanitation District (OC San) operates eight internal combustion engines at Plant Nos. 1 and  2 Central Generation Engine (Cen Gen), which generate electricity and provide process heat to the digester complex.  These engines reduce emissions and ensure compliance with South Coast Air Quality Management District permits by using methane produced during treatment.  To maintain operating efficiency and comply with emissions standards, Cen Gen components, especially oil coolers, must meet Original Equipment Manufacturer (OEM) specifications.  Oil coolers are critical for maintaining proper engine oil temperatures and preventing premature failures that can cause operational issues, emissions problems, or engine damage from leaks.

PROBLEM

 

OC San currently has no spare oil coolers in inventory for the Cen Gen Engines at Plant Nos. 1 or 2.  The oil coolers have long lead times, and in the event of a repair or replacement, this can result in critical equipment downtime and increase the risk of plant process interruption.

 

PROPOSED SOLUTION

 

Purchase one new oil cooler for OC San’s planned inventory to ensure continued availability in the event of a required replacement, maintain continuous service at both plants, and continue to adhere to all regulations.

 

TIMING CONCERNS

 

Purchasing an oil cooler in advance ensures readiness and prevents delays during emergency repairs or replacements.

 

RAMIFICATIONS OF NOT TAKING ACTION

 

If no action is taken, OC San will not have a spare oil cooler in its inventory, which may affect electrical power reliability, disrupt plant processes, and impair OC San’s ability to maintain regulatory compliance.

 

PRIOR COMMITTEE/BOARD ACTIONS

 

August 23, 2017 - Approved the addition of Cooper-Bessemer to the Board-approved pre-approved OEM Sole Source List for Cen Gen engine components.

 

ADDITIONAL INFORMATION

 

Cooper Bessemer is the OEM for all Cen Gen engine components at OC San.  A 10% contingency is requested to account for potential price increases due to tariffs, delays in placing the order beyond valid quote dates, or other unforeseen cost increases.

FINANCIAL CONSIDERATIONS

 

This request complies with the authority levels of OC San’s Purchasing Ordinance.  This item has been budgeted (Budget FY 2026-27 and 2027-28, Section 06, Line item: Repairs & Maintenance, Page 125), and the budget is sufficient for this action.
