RECOMMENDATION: Recommend to the Board of Directors to:
A. Approve a Service Contract to Innovative Construction Solutions to provide North Scrubber Complex Grating Replacement, Specification No. S-2023-1419BD, for a total amount not to exceed $315,000; and
B. Approve a contingency of $31,500 (10%).

BACKGROUND
The walking surfaces of the North Scrubber Complex at Orange County Sanitation District (OC San) Plant No. 2 are made of a Fiberglass reinforced plastic (FRP) grating. An investigation revealed the grating is deteriorating and replacement is the most cost-effective way to address the safety hazards.

PROBLEM
UV exposure to the FRP grating and bars resulted in fraying and material degradation, weakening the structure. Fiberglass particles in the air could also become a hazard to staff when working near the North Scrubber Complex.
PROPOSED SOLUTION
Replace existing FRP grating associated with the Plant No. 2 North Scrubber Complex with new gratings materials per Specification No. S-2023-1419BD.
TIMING CONCERNS
Due to structural integrity, dust, and loose fibers, the grating presents a safety hazard to personnel that need to work in the North Scrubber Complex.
RAMIFICATIONS OF NOT TAKING ACTION
Continued breakdown of the grating and escalation of health hazards will worsen.

A Notice Inviting Bids was issued on July 25, 2023 via PlanetBids. A mandatory job walk was conducted at OC San facilities on August 8, 2023. Bids were due on August 22, 2023. OC San received seven (7) bids valid for 180 calendar days from the bid opening date. Tharsos Inc.’s bid was rejected as being Non-Responsible as their DIR Registration has expired. The Engineer’s Estimate for the bid was $507,600.

The request complies with the authority levels of OC San’s Purchasing Ordinance. This recommendation will be funded under the Repair and Maintenance line item for the Operations and Maintenance Department (FY2023-24 Budget Update, Page 39.) The available funding is sufficient for this action.
