body

BACKGROUND

The sludge pumping system at Orange County Sanitation District’s (OC San) Plant No. 1 transfers primary sludge from the wet wells serving Primary Clarifiers 17 through 31 to the sludge blend tanks in the Co-Thickening Facility.  These pumps and piping can also be configured to transfer primary sludge directly to digesters, providing operational flexibility in managing sludge transfer and treatment.

RELEVANT STANDARDS

•                     24/7/365 treatment plant reliability

•                     Protect OC San Assets

•                     Protect public safety

•                     Maintain a proactive asset management program

PROBLEM

The Primary Sedimentation Basins No. 6-31 Reliability Improvements at Plant No. 1,Project No. P1-133, installed new Seepex progressive cavity pumps to support primary sludge transfer operations at Plant No. 1; however, spare pumps were not included in the project.  These pumps are critical to transferring primary sludge from the clarifiers to the sludge blend tanks and digesters.  Without readily available spare units, a pump failure could result in an extended outage due to the long replacement lead time.  Prolonged interruptions to sludge transfer could lead to sludge accumulation, reduced primary treatment capacity, and increased risk to treatment plant reliability and regulatory compliance.

PROPOSED SOLUTION

Purchase two spare Seepex progressive cavity pumps through DXP Enterprises, Inc., dba CorTech Engineering LLC, the sole authorized representative of Seepex products in California.  Maintaining these spare units will allow OC San to promptly replace failed pumps, minimize equipment downtime, and maintain reliable sludge transfer operations.

TIMING CONCERNS

The sludge transfer pumps have a 10-week lead time after order placement.  Having a spare pump would minimize downtime and reduce the risk of disrupting the plant process and compromising regulatory compliance.

RAMIFICATIONS OF NOT TAKING ACTION

Without readily available spare pumps, equipment failures could result in extended sludge transfer interruptions, reduced operational flexibility, and increased risk to treatment plant reliability and regulatory compliance.

PRIOR COMMITTEE/BOARD ACTIONS

December 2016 - Approved Seepex as an Original Equipment Manufacturer (OEM) Sole Source provider for Seepex products.

ADDITIONAL INFORMATION

Seepex is the Board-approved OEM Sole Source.  DXP Enterprises, Inc., dba CorTech Engineering LLC, is the sole authorized representative of Seepex products for California.
