RECOMMENDATION: Recommend to the Board of Directors to:
A. Approve a General Services Contract to Alliance Technical Group, LLC, to perform On-Call Emissions Testing and Relative Accuracy Test Audits (RATA) Services, Specification No. S-2024-656BD, in accordance with SCAQMD requirements for a one (1) year period, effective May 1, 2025, through April 30, 2026, for a total amount not to exceed $200,000; and
B. Approve two (2) optional one-year renewals in the amount of $225,000 for option year one and $250,000 for option year two to accommodate escalating air testing requirements in years two and three.

BACKGROUND
The Orange County Sanitation District (OC San) operates various equipment that are classified as potential air pollutant emission sources which are regulated under the Title V permit program by the SCAQMD. To comply with the permit, Emissions Source Tests and Relative Accuracy Test Audits (RATA) must be performed on the central power generation internal combustion engines, the process boilers, and the emergency flares located at OC San’s Reclamation Plant Nos. 1 and 2 to obtain reliable and representative data on the composition of the exhaust gases and the rate of emissions.

PROBLEM
OC San’s current Master Services Contract to conduct Emissions Source Tests and RATA is expiring on May 31, 2025, and a replacement contract is needed to ensure uninterruptable compliance with the mandatory emissions monitoring and test schedule.
PROPOSED SOLUTION
Approve a General Services Contract to Alliance Technical Groupg, LLC, to ensure timely performance of Emissions Source Tests and RATA and support compliance with the mandatory emissions monitoring and test schedule.
TIMING CONCERNS
OC San will need the contract approved, signed, and insurance processed before the May 31, 2025 Master Service Contract expiration date to ensure there is no lapse between contracts and allow the new service provider sufficient time to transition into the role effectively.
RAMIFICATIONS OF NOT TAKING ACTION
If the contract is not approved, OC San would not be able to perform the mandated emissions testing in accordance with the Title V permit requirements.

ADDITIONAL INFORMATION
A Request for Qualifications (RFQ) was issued on December 11, 2024, via Planet Bids. Statements of Qualifications (SOQ) were due on January 22, 2025. Among the 23 companies that accessed the solicitation, OC San received one (1) SOQ, which is valid for 180 calendar days from the SOQ due date.
The respondent was first evaluated on a pass/fail basis as required per the RFQ, based on the respondent’s safety record. The safety record was evaluated pursuant to the criteria established in the RFQ and the respondent was deemed responsive. A five (5)-member panel reviewed, evaluated, and ranked the respondent’s SOQs based upon the following three categories: (1) qualifications of the firm, (2) staff qualifications, and (3) related experience in emissions testing and RATA services. Staff reviewed the response and scored it according to the table of results below.

FINANCIAL CONSIDERATIONS
This request complies with authority levels of OC San’s Purchasing Ordinance. This item has been budgeted (Budget FY 2024-25 and 2025-26, Section 6, Page 64) and the budget is sufficient for the recommended action.
