RECOMMENDATION:

Authorize the Orange County Sanitation District to grant an easement to Southern California Edison (Document ID. TD2201416) for purposes of installation and maintenance of underground electrical lines at the Headquarters Complex at 18480 Bandilier Circle in the City of Fountain Valley, APN No. 156-163-18, in a form approved by General Counsel.

BACKGROUND

 

Project P1-128A, Headquarters Complex at Plant No. 1, is constructing a new Headquarters Building across the street from Orange County Sanitation District (OC San) Plant No. 1.  New Southern California Edison (SCE) metered streetlights are required around the Headquarters Building (along Bandilier Circle, Ellis Avenue, and Pacific Street), for the City of Fountain Valley.  The associated transformer, service meter, and underground electrical lines are located within the Headquarters’ property, requiring a SCE easement.

 

RELEVANT STANDARDS

 

                     Maintain collaborative and cooperative relationships with regulators, stakeholders, and neighboring communities

                     Operate and maintain facilities to minimize impacts on surrounding communities, including odor, noise, and lighting

 

PROBLEM

 

SCE currently does not have sufficient easement rights to access their facilities within the new Headquarters’ property and must obtain this before they can finalize their remaining work.

 

PROPOSED SOLUTION

 

Grant SCE an easement for their facilities within the Headquarters’ property.

 

TIMING CONCERNS

 

A new easement must be in place for SCE to finish their onsite electrical work for the street lights.

 

RAMIFICATIONS OF NOT TAKING ACTION

 

Completion of the new Headquarters Building could be delayed.
