RECOMMENDATION: 

A.       Receive and file Bid Tabulation and Recommendation for CenGen Smoke Detection Improvements at Plant No. 1 and No. 2, Project No. FE20-09;

 

B.       Award a Construction Contract to ADT Commercial, LLC, for CenGen Smoke Detection Improvements at Plant No. 1 and No. 2, Project No. FE20-09, for a total amount not to exceed $313,000;

 

C.       Approve a contingency of $31,300 (10%); and

 

D.       Find that CenGen Smoke Detection Improvements at Plant No. 1 and No. 2, Project No. FE20-09, is exempt from CEQA under the Class 1 categorical exemptions set forth in California Code of Regulations Section 15301 and authorize staff to file a Notice of Exemption with the OC Clerk-Recorder.

BACKGROUND

 

Orange County Sanitation District (OC San) generates electricity at the Central Power Generation (CenGen) facilities.  The internal combustion engines (three at Plant No. 1 and five at Plant No. 2) are fueled by digester gas.  The engines are located within the CenGen Buildings.

 

RELEVANT STANDARDS

PROBLEM

 

The rooms where the engines are located are subject to malfunctions that can result in fires with catastrophic results.  Two recent incidents occurred at the Plant No. 1 engine room that resulted from a failed engine overhaul.  The faulting engine was shut down after the room was filled with smoke.  Fortunately, no one was injured but an early warning system could have provided a quicker response.  These rooms have smoke alarm systems that are difficult to calibrate and have not been in service due to false alarms.  Because of the danger to workers, fire alarm protection systems are necessary to meet code requirements.

 

PROPOSED SOLUTION

 

Award a Construction Contract for CenGen Smoke Detection Improvements at Plant No. 1 and No. 2, Project No. FE20-09.  This project will provide code compliant aspirated smoke detection systems, audio/visual devices, and manual fire alarm pull stations in the Central Generator Rooms at Plant Nos. 1 and 2.

 

TIMING CONCERNS

 

Upgrading the fire detection and alarm systems is required to comply with building codes.

 

RAMIFICATIONS OF NOT TAKING ACTION

 

If this project is not installed, early notification of potentially catastrophic events will not be available which could lead to significant risk to life and damage to OC San assets.

ADDITIONAL INFORMATION

 

OC San advertised Project No. FE20-09 for bids on August 23, 2022, and one sealed bid was received on October 5, 2022.  A summary of the bid opening follows:

The bid was evaluated in accordance with the OC San’s policies and procedures.  A notice was sent to the bidder on November 1, 2022, informing them of the intent of OC San staff to recommend award of the Construction Contract to ADT Commercial, LLC.

 

Staff recommends awarding a Construction Contract to the lowest responsive and responsible bidder, ADT Commercial, LLC, for a total amount not to exceed $313,000.

 

 

 

CEQA

 

The project is exempt from CEQA under the Class 1 categorical exemptions set forth in California Code of Regulations Section 15301.  A Notice of Exemption will be filed with the OC Clerk-Recorder after OC San Board of Directors approval of the Construction Contract.

 

FINANCIAL CONSIDERATIONS

 

This request complies with the authority levels of OC San’s Purchasing Ordinance.  This item has been budgeted (Adopted Budget, Fiscal Years 2022-2023 and 2023-24, Section 8, Page 47, Small Construction Projects Program, Project No. M-FE) and the budget is sufficient for the recommended action.
