GENERAL MANAGER'S RECOMMENDATION
recommendation
RECOMMENDATION: Recommend to the Board of Directors to:
Authorize out-of-country travel for two OC San employees to witness factory testing in Halle, Germany of one wastewater pump supplied under the Seal Beach Pump Station Replacement, Project No. 3-67.
body
BACKGROUND
The Seal Beach Pump Station Replacement, Project No. 3-67, will replace the existing pump station at Seal Beach Blvd and Westminster Blvd. The replacement includes new wastewater pumps, upstream and downstream odor treatment systems, and a standby generator.
The project is under construction and includes six wastewater pumps that are critical for the reliable operation of the pump station. The construction contract provides for two Orange County Sanitation District (OC San) representatives to witness the factory testing of one pump prior to acceptance and delivery.
RELEVANT STANDARDS
• Ensure the public’s money is wisely spent
• Sound engineering and accounting practices, complying with local, state, and federal laws
PROBLEM
Wastewater pumps are essential for the new pump station. Verifying that the manufacturer's testing demonstrates conformance with the construction contract before delivery provides an opportunity to identify equipment deficiencies while the pump is still at the factory. Issues can be resolved before the pump is shipped. If issues are not discovered until the pump arrives at the project site, corrective work could be more difficult and affect installation and startup. OC San is requesting authorization for staff to attend the factory test which will take place at KSB SE & Co. KGaA’s facility in Halle, Germany.
PROPOSED SOLUTION
Authorize two OC San employees to travel to Germany to witness the manufacturer's factory testing of one wastewater pump, as provided for in the construction contract. The representatives will observe the test procedures and results, document their observations, and coordinate with the project team regarding any deficiencies identified before shipment. Their attendance will help OC San verify the equipment's readiness for delivery and reduce the risk of discovering deficiencies after it reaches the construction site.
TIMING CONCERNS
The factory witness test is currently planned for December 8-10, 2026. Authorization is needed so OC San representatives can attend the factory testing prior to equipment delivery.
RAMIFICATIONS OF NOT TAKING ACTION
Without authorization, OC San representatives would be unable to attend the factory witness test provided for in the construction contract. Deficiencies that might otherwise be identified during factory testing could remain unresolved until after delivery or installation. Correcting such deficiencies at that stage could require repair of the equipment at a manufacturer’s authorized facility and potentially delaying pump installation, startup, and completion of the replacement station.
PRIOR COMMITTEE/BOARD ACTIONS
December 2023 - Approved a project budget increase of $19,400,000 for Seal Beach Pump Station Replacement, Project No. 3-67, for a new total project budget of $134,000,000; Received and filed Bid Tabulation and Recommendation for Seal Beach Pump Station Replacement, Project No. 3-67; Awarded a Construction Contract to Walsh Construction Company II, LLC for Seal Beach Pump Station Replacement, Project No. 3-67, for a total amount not to exceed $97,032,743; and approved a contingency of $9,703,274 (10%).
