body

BACKGROUND

The Main Sewage Pumps (MSPs) at Orange County Sanitation District’s (OC San) Plant No. 1 are critical to wastewater treatment operations. These pumps convey incoming wastewater from the collection system through the headworks to downstream treatment processes. Reliable operation of the MSPs is essential to maintain wastewater conveyance capacity, accommodating variations in incoming flows, and providing sufficient pumping capacity during peak flow conditions.

Project No. P1-105, Headworks Rehabilitation at Plant No. 1, is currently underway and plans to install five new MSPs during the next dry weather season. The project includes spare parts for the new pumps but does not provide a complete, ready-to-install spare pump assembly. Due to the pumps' critical function, specialized design, and importance to plant operations, maintaining a complete spare MSP is essential to minimizing extended equipment outages and preserving wastewater conveyance capacity.

RELEVANT STANDARDS

•                     24/7/365 treatment plant reliability

•                     Protect OC San Assets

•                     Protect public safety

•                     Maintain a proactive asset management program

PROBLEM

Project No. P1-105 will provide spare parts for the five new MSPs but does not include a complete, ready-to-install spare pump assembly. OC San does not have a compatible spare MSP available on-site, and the existing MSPs will not be directly interchangeable with the new pumps.

While the spare parts provided under the project will support routine maintenance and certain equipment repairs, they will not provide a complete replacement pump that can be readily swapped into service following a major equipment failure.

Without a complete spare MSP, a major pump failure could result in an extended equipment outage while repairs are performed or a replacement pump is manufactured and delivered. This would reduce available pumping capacity, limit operational flexibility, and increase the risk of wastewater conveyance and treatment interruptions, particularly during peak flow conditions.

PROPOSED SOLUTION

Purchase one spare Flowserve MSP through DXP Enterprises, Inc., dba CorTech Engineering LLC, the authorized representative for Flowserve products in California. Maintaining a compatible spare on-site will allow OC San to respond more quickly to a major pump failure, reduce equipment downtime, and maintain reliable wastewater conveyance and treatment operations.

TIMING CONCERNS

The spare MSP has an estimated procurement lead time of 40 weeks from placement of the order. Delaying the purchase would extend the period during which OC San operates without a compatible spare, increasing the risk of prolonged equipment downtime in the event of a major pump failure.

RAMIFICATIONS OF NOT TAKING ACTION

Without a spare MSP, a major pump failure could result in an extended reduction in pumping capacity while a replacement is procured. This could compromise operational reliability, limit the plant's ability to accommodate peak wastewater flows, and increase the risk of treatment interruptions and regulatory noncompliance.

PRIOR COMMITTEE/BOARD ACTIONS

May 2020 - Approved Flowserve as an Original Equipment Manufacturer (OEM) Sole Source provider for pumps and parts.
