RECOMMENDATION: Recommend to the Board of Directors to:
A. Approve a Purchase Order Contract to Nth Generation Computing, Inc. for the purchase of Backup Appliances for Industrial Control System (ICS) and Office Networks, Specification No. E-2023-1428BD, for a total amount not to exceed $796,975 plus applicable sales tax; and
B. Approve a contingency of $79,697 (10%).

BACKGROUND
The current backup storage appliances (HPE StorageOnce) for both the Office and Industrial Control System (ICS) networks at Orange County Sanitation District (OC San) will reach their end of life on October 24, 2024. Additionally, commissioning the new Supervisory Control and Data Acquisition (SCADA) system implemented by Project No. J-120 will require more capacity.

PROBLEM
In October 2024, the current backup storage appliances (HPE StorageOnce) for both the Office and ICS networks will reach their end of life. Additionally, there is insufficient capacity to back up the new SCADA system implemented by Project No. J-120.
PROPOSED SOLUTION
Approve a Purchase Order Contract to Nth Generation Computing, Inc. for the purchase of Backup Appliances for Industrial Control System (ICS) and Office Networks, Specification No. E-2023-1428BD.
TIMING CONCERNS
Replacing the backup appliances is imperative for the continued support and protection of OC San data and computing systems.
RAMIFICATIONS OF NOT TAKING ACTION
Delaying replacement of backup appliances will prevent future backups of the new SCADA system and risk losing support on existing backup appliances.

A Notice Inviting Bids (NIB) was issued on October 5, 2023 via PlanetBids. Bids were due on November 2, 2023. OC San received four bids and they are valid for 180 calendar days from the bid opening date. The following is a list of the firms who submitted a bid.

Based on these results, staff recommends approving the Purchase Order Contract to Nth Generation Computing, Inc. The term of this Purchase Order will begin upon effective date of Notice to Proceed.
