RECOMMENDATION: Recommend to the Board of Directors to:
A. Approve a General Services Contract to Minako America Corporation DBA Minco Construction, for Headworks Standby Generator No. 1 and EPSA Standby Generator No. 3 Radiator Replacements at Plant No. 2 (MP2-029), Specification No. S-2026-722BD, for a total amount not to exceed $474,000; and
B. Approve a contingency of $47,400 (10%).

BACKGROUND
The Effluent Pump Station Annex (EPSA) generators provide emergency back-up power for the EPSA pumps and the Ocean Outfall Booster Station (OOBS) pumps. The headworks generators are used to generate back-up power for the main sewage pumps, the washer compactors, the odor control system and ancillary equipment.

PROBLEM
During routine preventative maintenance, Orange County Sanitation District (OC San) discovered coolant leaking from Headworks Generator No. 1 and EPSA Generator No. 3. Further inspection determined that both radiators were leaking coolant. Although multiple repairs were made, the leaks persisted.
PROPOSED SOLUTION
Approve a General Services Contract to replace both radiators for Headworks Standby Generator No. 1 and EPSA Standby Generator No. 3 with in-kind equipment to restore the full operational capacity and reliability of the standby generation systems.
TIMING CONCERNS
Due to the long lead times for replacement parts and the critical nature of these generators, it is essential to begin this work as soon as possible to maintain operational readiness.
RAMIFICATIONS OF NOT TAKING ACTION
During power outages, these generators are required to supply backup power to critical Headworks and EPSA pumps and associated equipment. Failure of the generators could adversely affect Plant No. 2 treatment processes and system reliability.

OC San issued an invitation for Bids on March 26, 2026. Two sealed bids were received on April 27, 2026. A summary of the bid opening follows:

The bids were evaluated in accordance with OC San’s policies and procedures. Staff recommends awarding a General Services Contract to the lowest responsive and responsible bidder, Minako America Corp., DBA Minco Construction.
CEQA
The project is exempt from CEQA under the Class 1 categorical exemption set forth in California Code of Regulations Section 15301.
FINANCIAL CONSIDERATIONS
The request complies with the authority levels of OC San’s Purchasing Ordinance. This item has been budgeted (Budget Update FY2025-26, Page 33, Repair and Maintenance) and the budget is sufficient for the recommended action.
