RECOMMENDATION: Recommend to the Board of Directors to:
A. Approve a purchase order to Western Pacific Crane & Equipment for the purchase of one Mobile Telescopic Boom Crane (9-Ton) using the Equalis Cooperative Contract No. COG-2149B for an amount not to exceed $267,007; and,
B. Approve a contingency of $26,700 (10%).

BACKGROUND
Orange County Sanitation District (OC San) utilizes an off-road mobile telescopic boom crane (9-Ton) within the treatment plants to support the hoisting and lifting needs of equipment maintenance in all types of terrain. Certified crane operators operate this off-road specialty equipment to move equipment and parts around the treatment plants where access is required. The crane is used to lift and position pumps, motors, valves, gates, and other heavy equipment associated with maintenance activities. It also provides critical emergency-response capability, including the installation and removal of flow-management gates. The unit can be transported between OC San facilities as operational and maintenance needs arise.

PROBLEM
OC San has one off-road mobile telescopic boom crane (9-ton) available to support equipment maintenance and emergency response at both treatment plants and pump stations. The existing crane is 26 years old and has reached an age where replacement is necessary to maintain reliable equipment availability. The crane is specifically designed to operate within OC San facilities where short headroom, narrow access areas, challenging terrain, and ongoing construction limit the use of conventional lifting equipment. Continued reliance on the aging crane increases the risk of equipment unavailability, which could delay critical maintenance work and emergency response activities.
PROPOSED SOLUTION
Replace the existing 26-year-old mobile telescopic boom crane (9-ton) with a new unit to maintain reliable lifting capability for planned and corrective maintenance activities, project support, and emergency response at OC San treatment plants and pump stations.
TIMING CONCERNS
Timely replacement of the existing crane will ensure reliable crane availability, which supports the efficient completion of maintenance work orders. Delaying replacement could result in reduced equipment availability and interruptions to maintenance activities.
RAMIFICATIONS OF NOT TAKING ACTION
If the existing crane is unavailable, OC San may need to delay maintenance work or hire a contractor, which is subject to availability, site access, and response time.

ADDITIONAL INFORMATION
OC San utilizes a cooperative agreement through, Equalis Cooperative Contract No. COG-2149B, in accordance with Ordinance No. OCSD-61, Section 2.03 (B), Cooperative Purchases.
A 10% contingency is requested to adjust for market volatility price changes.

FINANCIAL CONSIDERATIONS
This request complies with the authority levels of OC San’s Purchasing Ordinance. This item has been budgeted (Approved Budget FY 2026-27 and FY 2027-28, Section 8, Page 86, Fleet Services - Mobile Crane 9-ton Replacement, along with a transfer from the Front-End Loader, Articulating Replacement, which will not be purchased this year) and the budget is sufficient for the recommended action.
