RECOMMENDATION: 

A.       Approve a sole source Professional Consultant Services Agreement to SGS US West Coast, LLC. to provide an underwater video inspection of the 78-inch and 120-inch outfall pipelines by utilizing an external Remotely Operated Vehicle (ROV) for a total amount not to exceed $120,800; and

 

B.       Approve a contingency of $12,080 (10%).

BACKGROUND

 

Orange County Sanitation District’s (OC San) National Pollutant Discharge Elimination System (NPDES) permit requires inspection of the 78-inch and 120-inch outfall lines every 2.5 years.  Outfall lines are used to convey and diffuse treated wastewater into the ocean.  In addition, the lease between the California State Lands Commission and OC San requires the inspection of the 120-inch ocean outfall every 2.5 years.

 

This procurement will recommend to directly contract with SGS US West Coast, LLC. to conduct the inspection of the outfall pipelines and fulfill the NPDES permit and California State Lands Commission lease requirements.  SGS US West Coast, LLC. is currently scheduled to perform the tie-rod repairs on the 120-inch outfall this summer as a subcontractor to an engineering consultant.

PROBLEM

 

The NPDES permit and the California State Lands Commission lease require inspection of the outfall pipelines.

 

PROPOSED SOLUTION

 

Procure specialty underwater inspection services from SGS US West Coast, LLC., which has experience on OC San’s assets, to conduct the inspection of the outfall pipelines.

 

TIMING CONCERNS

 

The outfall inspections need to be completed by September 2023 due to permit and lease requirements.

 

RAMIFICATIONS OF NOT TAKING ACTION

 

Failure to perform the inspections of the outfall pipelines will result in violations of the permit and lease requirements.

ADDITIONAL INFORMATION

 

SGS US West Coast, LLC., formerly known as Parker Diving Service, successfully performed external inspections on both the 78-inch and 120-inch ocean outfalls in 2015, and on the 120-inch ocean outfall in 2019.  This company also works with other wastewater agencies in Southern California (e.g., South Orange County Wastewater Authority ( SOCWA)) since 2013.

 

This summer, OC San will have SGS US West Coast, LLC. complete the tie-rod repair as part of the Ocean Outfall Condition Assessment and Scoping Study (PS18-09) with Carollo Engineers.  Sole sourcing SGS US West Coast, LLC. to perform external inspections during the tie-rod repair will decrease inspection costs by eliminating the mobilization and demobilization expenses.

FINANCIAL CONSIDERATIONS

 

This request complies with the authority levels of OC San's Purchasing Ordinance.  This recommendation will be funded under the Repairs and Maintenance line item for Division 880, Plant No. 2 Maintenance (Adopted Budget, FY 2022-23 & 2023-24, Section 6, Page 96).  The available funding is sufficient for this action.
