RECOMMENDATION:
A. Approve a Sole Source Purchase Order Service Contract with Alfa Laval to perform Original Equipment Manufacturer recommended biennial Preventative Maintenance on five centrifuge units at Plant No. 2 for an amount not to exceed $101,693, plus applicable taxes and freight; and
B. Approve a contingency of $20,338 (20%).

BACKGROUND
Five Alfa Laval, Model ALDEC G3-125, dewatering centrifuges were installed and commissioned at Plant No. 2 for Sludge Dewatering and Odor Control, Project No. P2-92. Centrifuge bowl and scroll units provide dewatering of digested sludge to produce drier biosolids. The components in the centrifuges are subject to very high forces and the gritty biosolids subject the machinery to plugging (which causes unbalanced rotation), erosion, and wear. This process is of vital importance in maintaining regulatory permits at the Orange County Sanitation District (Sanitation District).

PROBLEM
The Original Equipment Manufacturer (OEM), Alfa Laval, recommends biennial services on Alfa Laval, Model ALDEC G3-125, centrifuge bowls and scrolls. The services require a multitude of various preventative maintenance (PM) and services unique and specialized to these units unlike any other assets the Sanitation District maintains. Supplemental OEM certified parts and technicians are needed to perform the work.
PROPOSED SOLUTION
Approve a Sole Source Purchase Order Service Contract to Alfa Laval, the OEM service provider, to perform the biennial PM service to five Alfa Laval, Model ALDEC G3-125, centrifuges.

RAMIFICATIONS OF NOT TAKING ACTION
Deferring maintenance can affect equipment warranties, operating conditions, and equipment reliability.
ADDITIONAL INFORMATION
Alfa Laval provided a cost proposal to the Sanitation District to perform the preventative maintenance services. Staff reviewed the cost proposal and met virtually with Alfa Laval to verify all services needed and associated costs. As a result, Alfa Laval provided a final cost proposal of $101,693 for the preventative maintenance service for the five centrifuge units.

FINANCIAL CONSIDERATIONS
This request complies with authority levels of the Sanitation District’s Purchasing Ordinance. This recommendation will be funded under the Repairs and Maintenance line item for Division 880, Plant No. 2 Maintenance (Adopted Budget, Fiscal Years 2020-2021 and 2021-2022, Section 6, Page 96), and the available funding is sufficient for this action.
A 20% contingency is requested to cover any unforeseen issues with accelerated wear of parts or potential contractor delays due to schedule conflicts in taking critical equipment offline.
