RECOMMENDATION: Recommend to the Board of Directors to:
A. Approve a Purchase Order Contract to Insight Public Sector Inc. for the purchase of the Solarwinds Software License and Support Agreement Renewal for a three (3) year term using the Omnia Partners (COOB COUNTY) IT Products and Services (23-6692-03), for a total amount not to exceed $211,465.60 plus applicable sales tax; and
B. Approve a contingency in the amount of $21,147 (10%).

BACKGROUND
The Solarwinds product suite software licenses and support for the Orange County Sanitation District (OC San) Industrial Control Systems (ICS) and office networks will expire on June 30, 2026. This is a critical software OC San uses to proactively manage both network environments including routers, switches, servers, databases, and all other critical infrastructure equipment.

PROBLEM
The current Solarwinds Software License expires in June 2026. A lapse in coverage could impact OC San’s network infrastructure environments.
PROPOSED SOLUTION
Renew the Solarwinds Software License and Support Agreement.
TIMING CONCERNS
Renewing the Solarwinds Software License and Support Agreement is imperative for the continued uninterrupted support and safety of plant operations.
RAMIFICATIONS OF NOT TAKING ACTION
A decision not to renew the Solarwinds Software License and Support means the solution we have in place would no longer be supported, security patches could not be applied and the use of Solarwinds products would be illegal.

ADDITIONAL INFORMATION
OC San is utilizing a cooperative agreement with Insight Public Sector, Inc. through Omnia Partners, an organization that provides contracts, which are competitively solicited nationally, from a variety of industries. Omnia Partners is a recognized cooperative purchasing program that serves public agencies, nonprofits, and education; they meet OC San’s requirements for a competitive procurement process. OC San will be issuing a Purchase Order to an authorized reseller Insight Public Sector, Inc.

This request complies with authority levels of OC San’s Purchasing Ordinance. This item has been budgeted and will be included in the FY 2026-27 budget.
