RECOMMENDATION:  Recommend to the Board of Directors to:

A.       Approve a sole source purchase order to Alfa Laval Inc., for major service overhauls of six centrifuges at Plant No. 2 over a two-year period, for a total amount not to exceed $268,718; and

 

B.       Approve an allowance of $120,000.

BACKGROUND

 

The Orange County Sanitation District’s (OC San’s) Plant No. 2 Five Alfa Laval Model ALDEC G3-125 dewatering centrifuge trains were installed and commissioned under project P2-92 to improve sludge dewatering and odor control.  A spare sixth unit was also provided.  The centrifuges replaced the previous belt filter press system, resulting in higher cake solids, reduced biosolids hauling volumes, improved odor control, and lower operating costs.

PROBLEM

 

The centrifuges have been in operation since 2019 and have exceeded the Original Equipment Manufacturer (OEM) recommended interval for a major overhaul.  To maintain equipment reliability and ensure continued high-speed operation, each centrifuge requires a major overhaul, including a thorough inspection, replacement of worn components, and rebalancing.

 

 

 

PROPOSED SOLUTION

 

The recommendation is to establish a service agreement with the OEM service provider Alafa Laval Inc., for major overhauls and field services for six centrifuges.

 

TIMING CONCERNS

 

OC San does not currently have an active service agreement. The centrifuges are past the manufacturer’s recommended major overhaul interval.  Further delaying these major overhauls will potentially increase the risk of catastrophic equipment failure, extended process interruptions, or costly emergency repairs.

 

RAMIFICATIONS OF NOT TAKING ACTION

 

If the critical equipment continues to operate without the OEM-recommended major overhauls, the centrifuges may experience reduced reliability and efficiency, as well as unplanned failures.  These conditions could result in process interruptions and increase the risk of noncompliance with permit and regulatory requirements.

 

PRIOR COMMITTEE/BOARD ACTIONS

 

February 2020 - The Board of Directors approved Alfa Laval Inc. services to the established OEM Sole Source Board Approval List for parts and repairs of the Centrifuge rotating assembly.

FINANCIAL CONSIDERATIONS

 

The request complies with authority levels of OC San’s Purchasing Ordinance. This item is budgeted for the (Budget Fiscal Year 2026-27 and 2027-28, Section 6, Operations & Maintenance, Line item: Repairs & Maintenance, Page 128) and the budget is sufficient for the recommended action.
