A. Approve a Sole Source General Services Contract to GEA Mechanical Equipment US, Inc. for the purchase and installation of isolator units on six (6) Thickening and Dewatering centrifuges, for a total amount not to exceed $696,726; and
B. Approve a contingency of $69,673 (10%).

BACKGROUND
Orange County Sanitation District’s (OC San) Plant No. 1 Thickening and Dewatering facility consists of three GEA Mechanical Equipment US, Inc. (GEA) Separator Thickening Centrifuges and three GEA Dewatering Centrifuges, and two spares. Thickening centrifuges improve sludge quality while increasing the solids density, leading to an improved biosolids process. Dewatering centrifuges remove water from biosolids to make the material suitable for truck transportation, resulting in fewer truckloads of biosolids being hauled offsite.
The sludge thickening and the biosolids dewatering processes are central to the biosolids recycling program and complying with OC San operating permits. The isolators play a critical role in absorbing and dispersing vibration on the centrifuges.

PROBLEM
OC San has identified critical Original Equipment Manufacturer (OEM) equipment that requires major service in accordance with manufacturer specifications. This service interval is a 5-year maintenance schedule (or 40,000 hours) that is vital to maintaining reliability of our centrifuges. With potential lengthy lead times of up to one year, scheduling for services is necessary to maintain compliance with manufacturer maintenance requirements.
PROPOSED SOLUTION
Approve a General Services Contract for the purchase and installation of six (6) isolator units for upcoming required maintenance.
TIMING CONCERNS
Due to lengthy and at times unpredictable lead times, OC San will purchase in advance and schedule services to ensure equipment availability.
RAMIFICATIONS OF NOT TAKING ACTION
Failure to maintain and service the equipment will result in higher lifecycle costs and could result in extended equipment downtime affecting operational limits.
PRIOR COMMITTEE/BOARD ACTIONS
September 2020 - Board of Directors approved GEA Westfalia as the OEM Sole Source for Centrifuge parts and service.
ADDITIONAL INFORMATION
GEA is the OEM and GEA Mechanical Equipment US Inc./GEA Westfalia Separator Division is the only authorized distributor within OC San’s geographical region. A 10% contingency is requested in the event of pricing changes or any unforeseeable impacts to pricing.

FINANCIAL CONSIDERATIONS
This request complies with the authority levels of OC SAN’s Purchasing Ordinance. This item has been budgeted (Budgeted FY 2024-25 and 2025-26, Section 6, Page 108, Repairs & Maintenance) and the budget is sufficient for the recommended action.
