RECOMMENDATION: Recommend to the Board of Directors to:
A. Receive and file Zeco, Inc. protest statement dated April 2, 2025;
B. Receive and file Orange County Sanitation District’s Protest Response letter dated April 16, 2025;
C. Approve a General Services Contract to Haws Corporation for Safety Shower and Eyewash Stations Inspections and Testing, Specification No. S-2025-669BD, for a total amount not to exceed $224,594; and
D. Approve a contingency of $33,689 (15%).

BACKGROUND
The Orange County Sanitation District (OC San) maintains over 360 safety showers and eyewash stations across both Reclamation Plant No. 1 and Reclamation Plant No. 2. To maintain compliance with the American National Standards Institute (ANSI) and preserve its Voluntary Protection Program status, OC San requires regular inspections of all safety showers and eyewash stations.

PROBLEM
To remain in compliance with ANSI standards, safety showers and eyewash stations must undergo weekly inspections.
PROPOSED SOLUTION
Approve a General Services Contract with Haws Corporation for weekly and annual inspections of all safety showers and eyewash stations to ensure compliance with ANSI standards. The General Services Contract will also cover necessary corrective actions for any identified non-compliance issues.
TIMING CONCERNS
Delaying approval of this General Services Contract may lead to safety and compliance issues for OC San. Immediate action is required to ensure that all safety showers and eyewash stations remain compliant with ANSI standards.
RAMIFICATIONS OF NOT TAKING ACTION
Failure could result in non-compliant safety showers and eyewash stations, which could compromise the health and safety of personnel and violate regulatory requirements.

A Notice Inviting Bids was issued on February 27, 2025, via PlanetBids. Bids were due on March 31, 2025. OC San received two bids which are valid for 180 calendar days from the bid due date. Haws Corporation was contacted to confirm their bid price due to the large discrepancy in bid price. Haws Corporation confirmed their bid amount.

Based on these results, staff recommends awarding the General Services Contract to Haws Corporation. The term of this General Services Contract will begin upon effective date of Notice to Proceed.

This request complies with authority levels of OC San’s Purchasing Ordinance. This item has been budgeted (Budget FY2024-25 and 2025-26, Section 6, Page 108, Repairs & Maintenance) and the budget is sufficient for the recommended action.
