A.       Approve a Sole Source Services Contract to Mettler Toledo, LLC for Truck Loading Scale Replacement at Plant No. 2, Specification No. MP2-014, for a total amount not to exceed $478,385 including applicable sales tax and freight; and

 

B.       Approve a contingency of $95,677 (20%).

BACKGROUND

 

The Orange County Sanitation District (OC San) manages biosolids, which consist of the nutrient-rich organic matter (biosolids) recovered through the wastewater treatment process that are beneficially used offsite (recycled), in accordance with all local, state, and federal regulations and best management practices.

 

The Plant No. 2 Truck Loading Facility consists of two (2) Mettler Toledo Scales that were installed in 2000 (Job No. P2-60).  The purpose of the Plant No. 2 Truck Loading Facility is to store biosolids and load the biosolids into trailers where they are trucked offsite for beneficial reuse.  There are two truck loading bays, with scales in each bay, that are part of an automated system for loading trucks.

 

The Truck Loading Facility and scales ensure trailers are loaded with the appropriate amount of biosolids and are accurately weighed.  The scales operate in a harsh environment and, over the years, the scales have become corroded underneath the platform and thinning of the cover plates.

PROBLEM

 

The Plant No. 2 Truck Loading Facility scales are approaching the end of their useful life and the structural integrity and accuracy of the scales are at risk of failure.

 

PROPOSED SOLUTION

 

Replace the existing Truck Loading Scales with the proposed direct replacement concrete deck scales from the original equipment manufacturer (OEM), Mettler-Toledo, LLC.  The direct replacement scales will minimize additional costs associated with any modifications, re-engineering, and excess system downtime due to changes in technology, process control system compatibility, and engineered space.

 

TIMING CONCERNS

 

The Plant No. 2 Truck Loading Scales are critical for the proper and efficient loading of trucks for biosolids removal and reuse.  Failure of the scales will negatively impact biosolids reuse at Plant No. 2.

 

RAMIFICATIONS OF NOT TAKING ACTION

 

Failure to act increases the operating risk of a critical process, potentially reduces solids handling storage capacity, and impacts reliable operation of the Plant No. 2 Truck Loading Facilities.

ADDITIONAL INFORMATION

 

The existing Plant No. 2 Truck Loading scales are over 20 years old and are approaching the end of their useful life.  A complete assessment of the scales is not possible without taking the equipment out of service for an extended period.  A 20% contingency is requested to account for potential unknown conditions during removal and installation of the new scales.

FINANCIAL CONSIDERATIONS

 

This request complies with authority levels of OC San’s Purchasing Ordinance.  The recommendation will be funded under the Repairs and Maintenance line item for Plant No. 2 Operations and Maintenance Department (Budget Update Fiscal Year 2023-24, Page 39).  The available funding is sufficient for this action.
