GENERAL MANAGER'S RECOMMENDATION

RECOMMENDATION:  Recommend to the Board of Directors to:

A.       Receive and file Bid Tabulation and Recommendation for Laboratory Boiler Burner Replacement at Plant No. 1, Project No. MP-485;

 

B.       Award a contract agreement to ODC Engineering & Technology for Laboratory Boiler Burner Replacement at Plant No. 1, Project No. MP-485, for an amount not to exceed $283,000; and

 

C.       Approve a contingency of $28,300 (10%).

BACKGROUND

 

The Orange County Sanitation District (Sanitation District) Laboratory Building at Plant No. 1 was constructed in 1991 and is essential for the operational monitoring and compliance verification for both wastewater treatment plants.

 

RELEVANT STANDARDS

 

                     Sound engineering and accounting practices, complying with local, state, and federal laws

                     Maintain a culture of improving efficiency to reduce the cost to provide the current service level or standard

 

PROBLEM

 

In April 2018, the four natural gas-fired boilers for the Laboratory Building were tested by the South Coast Air Quality Management District (SCAQMD) and found not to be in compliance with nitrogen oxides emissions requirements.  The four boilers were then shut down.  The building is now heated from the plant’s hot water loop, which is difficult to control and maintain a consistent temperature to avoid impacting laboratory analyses and causing occupant discomfort.

 

PROPOSED SOLUTION

 

Implement Plant No. 1 Laboratory Boiler Burner Replacement, Project No. MP-485, to replace the gas burners in the existing four boilers with new burners that meet the SCAQMD requirements.

 

TIMING CONCERNS

 

Until the new burners are installed and commissioned, the existing boilers will not be operational and consistent environmental heating to the laboratory building and its occupants will be compromised.

 

RAMIFICATIONS OF NOT TAKING ACTION

 

Failure to take action will result in the Laboratory’s analyses and occupants not having adequate heating for the building in the upcoming winter months.

ADDITIONAL INFORMATION

 

The Sanitation District advertised for bids on August 5, 2019.  Three sealed bids were received on September 25, 2019.  The bids were evaluated in accordance with the Sanitation District’s policies and procedures.

 

Staff recommends awarding a construction contract to the lowest responsive and responsible bidder, ODC Engineering & Technology, for the completion of Plant No. 1 Laboratory Boiler Burner Replacement, Project No. MP-485.

CEQA

 

The project is exempt from CEQA under the Class 1 categorical exemptions set forth in California Code of Regulations sections 15301 because the project involves repairs and replacement of existing facilities involving no expansion of use or capacity.  A Notice of Exemption was filed with the OC Clerk-Recorder on February 28, 2019.

 

FINANCIAL CONSIDERATIONS

 

This request complies with authority levels of the Sanitation District’s Purchasing Ordinance.  This recommendation would be funded under the Operations and Maintenance Repairs line item (FY 2019-20, Budget Update, page 47).  The budget is sufficient for the recommended action.
