BACKGROUND
The Trickling Filter Clarifiers Nos. 1 and 2 at Plant No. 1 are part of Orange County Sanitation District's (OC San) secondary treatment processes and were constructed in 2005. Each clarifier has a 12-inch drain valve that is used to drain the clarifier when staff is required to perform maintenance.
RELEVANT STANDARDS
* Comply with California Public Contract Code Section 20103.8, award construction contract to lowest responsive, responsible bidder
PROBLEM
One of the drain valves is inoperable due to corrosion and cannot be easily serviced or replaced by staff because it is buried 19-feet deep.
PROPOSED SOLUTION
Award a construction contract for Trickling Filter Clarifier Valve Replacement at Plant No. 1, Project No. FR1-0017. This project will replace the buried 12-inch plug valve and appurtenances.
TIMING CONCERNS
Bids are valid for a period of 120 days from receipt. Delaying the award of the project could further increase construction costs due to market conditions and escalation risks.
RAMIFICATIONS OF NOT TAKING ACTION
If the valve is not replaced, staff will be unable to drain the clarifier for maintenance.
