RECOMMENDATION: Recommend to the Board of Directors to:

A. Receive and file Bid Tabulation and Recommendation for CenGen Supply Air Fan Support Replacement at Plant No. 2, Project No. MP-305;

B. Award a Construction Contract to J.R. Filanc Construction Co., Inc. for CenGen Supply Air Fan Support Replacement at Plant No. 2, Project No. MP-305, for a total amount not to exceed $297,000; and

C. Approve a contingency of $44,550 (15%).

BACKGROUND

The Central Generation (CenGen) Building at Plant No. 2 houses five 4,200-hp engine generators in a single room. Five large fans provide 250,000 cubic feet per minute of forced ventilation to keep the engine room from overheating.

PROBLEM

The five fans are supported approximately four feet above the floor by steel support frames. Condensation, drained from the fans, is salty from the outside air and has caused the frames to corrode. Vibration isolators between the fans and the frames are no longer functioning adequately.

Four of the five fans have either been replaced or refurbished in recent years, but the remaining fan has reached its end of life and needs replacement.


PROPOSED SOLUTION

Award a Construction Contract for CenGen Supply Air Fan Support Replacement at Plant No. 2, Project MP-305. This project will replace one fan and five fan support frames. Staff recommends a 15% Construction Contract contingency rather than the usual 10% contingency due to the risks of handling existing equipment in a congested room, and the relatively small value of the contract.
