BACKGROUND

The Orange County Sanitation District (OC San) operates various equipment that are classified as potential air pollutant emission sources which are regulated under the Title V permit program by the SCAQMD. To comply with the permit, Emissions Source Tests and Relative Accuracy Test Audits (RATA) must be performed on the central power generation internal combustion engines, the process boilers, and the emergency flares located at OC San's Reclamation Plant Nos. 1 and 2 to obtain reliable and representative data on the composition of the exhaust gases and the rate of emissions.

RELEVANT STANDARDS

* Ensure the public's money is wisely spent
* Comply with environmental permit requirements
* Maintain a culture of improving efficiency to reduce the cost to provide the current service level or standard

PROBLEM

OC San's current Master Services Contract to conduct Emissions Source Tests and RATA is expiring on May 31, 2025, and a replacement contract is needed to ensure uninterruptable compliance with the mandatory emissions monitoring and test schedule.
