RECOMMENDATION: Recommend to the Board of Directors to:

A. Approve a Sole Source Services Contract to Mettler Toledo, LLC for Truck Loading Scale Replacement at Plant No. 2, Specification No. MP2-014, for a total amount not to exceed $478,385 including applicable sales tax and freight; and

B. Approve a contingency of $95,677 (20%).

BACKGROUND

The Orange County Sanitation District (OC San) manages biosolids, which consist of the nutrient-rich organic matter (biosolids) recovered through the wastewater treatment process that are beneficially used offsite (recycled), in accordance with all local, state, and federal regulations and best management practices.

The Plant No. 2 Truck Loading Facility consists of two (2) Mettler Toledo Scales that were installed in 2000 (Job No. P2-60). The purpose of the Plant No. 2 Truck Loading Facility is to store biosolids and load the biosolids into trailers where they are trucked offsite for beneficial reuse. There are two truck loading bays, with scales in each bay, that are part of an automated system for loading trucks.

The Truck Loading Facility and scales ensure trailers are loaded with the appropriate amount of biosolids and are accurately weighed. The scales operate in a harsh environment and, over the years, the scales have become corroded underneath the platform and thinning of the cover plates.
