RECOMMENDATION:

A. Approve a sole source Professional Consultant Services Agreement to SGS US West Coast, LLC. to provide an underwater video inspection of the 78-inch and 120-inch outfall pipelines by utilizing an external Remotely Operated Vehicle (ROV) for a total amount not to exceed $120,800; and

B. Approve a contingency of $12,080 (10%).

BACKGROUND

Orange County Sanitation District's (OC San) National Pollutant Discharge Elimination System (NPDES) permit requires inspection of the 78-inch and 120-inch outfall lines every 2.5 years. Outfall lines are used to convey and diffuse treated wastewater into the ocean. In addition, the lease between the California State Lands Commission and OC San requires the inspection of the 120-inch ocean outfall every 2.5 years.

This procurement will recommend to directly contract with SGS US West Coast, LLC. to conduct the inspection of the outfall pipelines and fulfill the NPDES permit and California State Lands Commission lease requirements. SGS US West Coast, LLC. is currently scheduled to perform the tie-rod repairs on the 120-inch outfall this summer as a subcontractor to an engineering consultant.

PROBLEM
