BACKGROUND

Orange County Sanitation District (OC San) operates Central Generation (CenGen) facilities at Plant Nos. 1 and 2. The Continuous Emissions Monitoring Systems (CEMS) at these facilities were originally installed in 2008 under Project No. J-79-1A. Modifications were performed under Project No. J-111 in 2015, which included installation of new inlet sample lines. These systems monitor engine exhaust emissions to demonstrate compliance with South Coast Air Quality Management District (SCAQMD) permit limits.

Plant No. 1 has three CEMS systems, and Plant No. 2 has five. Each system includes three emissions analyzers and associated inlet and exhaust stack sample lines, for a total of 24 analyzers.

RELEVANT STANDARDS

Comply with environmental permit requirements
Protect public safety
