RECOMMENDATION:

A. Approve a General Services Contract to Trademark Hoist, Inc. for the Inspection and Certification of Overhead Hoists and Cranes, per Specification No. S-2024-615BD, for a total amount not to exceed $169,189 with four optional one-year renewal options; and

B. Approve an annual contingency of $16,919 (10%).

BACKGROUND

The Orange County Sanitation District (OC San) has 128 various hoists and cranes throughout Plant Nos. 1 and 2 and Pump Stations. These hoists and cranes are used for lifting and moving heavy equipment for maintenance, repair, and replacement, ensuring the reliability and operation of OC San processes and critical equipment.

PROBLEM

The Occupational Safety and Health Administration (OSHA) requires an annual inspection for any crane that is operated in the United States. Without quarterly and annual inspections to ensure equipment is safe and operational, staff cannot operate these systems. Additionally, cranes require load testing and repairs by certified technicians. The lack of proper routine inspection and maintenance could lead to catastrophic and costly failures.

PROPOSED SOLUTION

Staff recommends approving a General Services Contract to Trademark Hoist, Inc. to provide OSHA required routine inspection, maintenance, and repairs.

TIMING CONCERNS

The timely approval of this contract will ensure continued periodic inspection and maintenance of the crane assets throughout OC San facilities, meeting OSHA Title 8, Subchapter 7, Group 13 requirements.
