BACKGROUND
During the first quarter of FY 2026-27, the Orange County Sanitation District (OC San) had the following attributable odor complaints: Plant No. 1 had two odor complaints, Plant No. 2 had zero odor complaints, and the collection system had six odor complaints. A summary of the odor complaints with a table tracking the history is included as an attachment.
RELEVANT STANDARDS
• Less than 10 events for the treatment plants, under normal operations
• Operate and maintain facilities to minimize impacts on surrounding communities, including odor, noise, and lighting
• Less than 12 events for the collection system, under normal operations
